Valley Center Parks & Recreation

This year the district--formerly known as Valley Center Community Services District--changed its name to Valley Center Parks & Recreation District. For many eyars the district office (located in VC's community hall) routinely fielded questions like: Where do I get my plumbing fixed? Or, Where can I find a good attorney?

Its function remains the same, but the district board hopes that people will more readily recognize the district for what it is: A governmental entity whose primary function is running the park system that services Velley Center.

Drive by the community center on Lilac Road just about any day--especially on weekends--, and you'll see wedding receptions, birthday parties, club events, and big annual events like the district's Arts & Music Festival in May.

Aerie Equestrian park is the scene of gymkhanas and other horse events through the year.

Adams Park is constantly in use, from the ringing of horseshoes to the quiet relaxation of family picnics. Just about every civic oganization in town uses it at one time or another, and Adams Park Pool is one of the busiest (and splashiest) spots in the area, especially during summer.

VCP&R has a minimal staff. Joyce Johnson, the general manager, is the only fulltime employee. Part-time employees include Records Clerk Patrica McConnell and Secretary Tiffany Lopez.

The parks administered by the district include: Adams Park (which includes the tennis courts and swimming pool); J.M. Scibilia Softball Field; Aerie Park; 9.5 acres of undeveloped land at the corner of Lilac and Valley Center roads; and, 5.5 acres on School Bus Road behind the water district, where plans are to develop a multi-use field.

The acqusition of land is financed by developer fees of $800 per house, and disbursed to the district by the county in the form of Parkland Development Ordinance (PLDO) funds. Operation fees come from the district's share of property taxes and from users fees. The district board is considering a bond election in 2002 to reate an independent revenue source for the maintenance.

The Parks & Rec board meets on the fourth Thursday of every month at 7pm. Board President: Eric Jockinsen. Vice President: Greg Marcon. Directors: Fran DeWilde, Ron Lamb, and John Scibilia.
